Simply adds in missing quality tiers for weapons, like how Eon only goes upto Refined quality and not Advanced. Also adds in a new Superior Tier to match the Armour Tiers. I also re-balanced some weapon quality tiers that didn't seem to

Make sure Script Hook V is the correct version for your game build. Check that all dependencies are installed (.NET Framework, Visual C++ Redistributable).
